EMP Canada Instructor
Teaching Status Renewal

It is that time of year when we need to once again renew our teaching status and for this purpose, we are enclosing Instructor Teaching Status Renewal forms with this CEO Report. If you have any questions or concerns regarding your teaching status and the renewal forms, please do not hesitate to give us a call at (250 656-1468 or send us an email at empcanada@shaw.ca.

We are also extremely pleased to announce that WCB / BC has accepted our MEDIC FIRST AID® Transportation Endorsement program as being equivalent to their own. This means that we now have all of the following programs approved by the government of British Columbia.

§ Workplace Level One

§ 76-Hour Advanced Workplace Level Three Supplement

§ Transportation Endorsement

§ Automated External Defibrillator

§ Oxygen Supplement

§ Workplace for BC Adult Care Facility Supplement

All of the above programs have been recognized not only by WCB / BC, but also Human Resource Development, Health Canada, Labour Canada as well as the provinces of Alberta, Saskatchewan, Manitoba and Ontario. In addition, these same programs have also been accepted by the Northwest Territories, Yukon and Nunavut. The only exception to this is the Transportation Endorsement program which is specific to British Columbia.

More to the point, our 76-Hour Advanced Workplace Level Three Supplement course has been targeted by HRD Canada and Human Resource Alberta Workplace Health and Safety as being the program meeting the needs of first aid attendants in remote areas of northern Canada. More specifically, it targets mobile treatment vehicle attendants.

We are the first agency to ever have the distinction of promoting an occupational first aid attendant program that is recognized from coast to coast in Canada.

With all of these revised and new programs, it is no wonder that we are excited and confident about the year 2004. In this light, we want to thank you the members who have supported us during these past years and helped us to build a base of credibility across the nation. Again, we thank you and we want you to know that we are committed to providing you with the products and services that excel. We are still not the largest agency in the country, but we are trying very hard to be the very best.

As this will be the last CEO Report for year 2003, I want to take this opportunity to wish you and your families a wonderful and happy festive season and may the year 2004 be all that you wish it to be.

Commercial General Liability Insurance
With Errors and Omissions Coverage
What does casualty insurance refer to?

Covers losses caused by injuries to persons and legal liability imposed upon the insured for such injury or for damage to the property of others. It also includes other types of coverage such as burglary, glass, fidelity and surety bonds.

What coverage does a professional (casualty) policy provide?

This is insurance covering legal liabilities of professionals and indemnifies the insured for any loss sustained because of the rendering or failure to render professional services. e.g.: Trainers, Instructors providing emergency medical training to others.

What other operations will be included under the professional liability?

By agreement with the underwriter, all of the standard coverages afforded under a commercial general liability policy will be included. This means that other exposures to loss, which may occur during training, will be covered. e.g.: a student has an oxygen cylinder drop on his/her foot causing severe injury. The C.G.L. will respond if there is any legal liability.

What coverage will be available under the "property" insurance?

There are two forms of coverage available, both of which provide "all risk" coverage subject to a deductible for each and every loss. The coverage recommended for any property used away from the premises is a miscellaneous floater policy wherein you can list the items to be insured and the amount of insurance i.e. the replacement value of the items being insured. This policy provides that a property will be insured anywhere in Canada. Therefore, if your vehicle is broken into (there must visible signs of forcible entry into the fully enclosed and locked body or compartment) your loss will be covered as it would be if your vehicle caught on fire and the property was destroyed. The other form of coverage available is a commercial floater policy. This is "all risk" except as excluded and would be more suitable for property which is always at a designated address such as a Training Centre. This coverage is less costly but will not pay for items that are lost, destroyed, stolen, etc. away from the premises. Hence, the need for the floater.

Errors and Omissions Coverage

Training Centres, Trainers and Instructors who are provided occupational first aid training will be particularly interested in this coverage as should all of our members.

What is the policy period?

The policy effective date will be January 1 in each year and the expiry date will be at 12:01 a.m. on the following January 1.

I am sure that there will be other questions so please do not hesitate to call our offices in Sidney as we will be pleased to help you. Copies of the insurance application forms are enclosed with this CEO Report. However, if you wish to secure Training Centre insurance please call our offices in Sidney, B.C. for the applications and procedure forms.

It is important to note that all occupational first aid Training Centres, Trainers and Instructors will be required to provide proof of insurance when submitting their teaching status renewal applications. This requirement is consistent with the direction that Red Cross has taken and the changes in the WCB operations. It is also interesting to note that the President of the Occupational First Aid Attendants Association is presently reviewing our insurance for their membership purposes. Correspondingly, we are providing a separate coverage for workplace attendants and these would be the individuals being trained via our 76-Hour Advanced Workplace Level Three Supplement course. This will be yet another service that our Training Centres will be able to provide to their students with corresponding incentive benefit to the Training Centres.

New Program Explores
Emotional Impact of First Aid

Everyday thousands of Good Samaritans around the world step forward to offer assistance to those who have become ill or injured. CPR and first aid courses prepare students to control bleeding, give mouth-to-mouth rescue breathing and perform cardiopulmonary resuscitation. What students may not be prepared for is the emotional impact of "aftershock" that may occur in the hours, days, weeks, months, or even years following an incident. The type and strength of reaction to trauma varies. Signs and symptoms may linger or resurface unexpectedly. How do we prepare our students for the potential emotional impact of providing emergency care? How do we help our students learn effective coping strategies?

To help answer these questions, EMP has produced Aftershock: The Emotional Impact of Providing Emergency Care. This twenty-minute video program is designed to help reassure students that these emotional reactions to traumatic events are normal human responses to abnormal situations. Aftershock teaches students effective coping strategies. A Trauma Specialist talks about identifying critical signs indicating a person may benefit from additional help.

Aftershock features certified Trauma Specialist, Dr. Debra Alexander who has worked with survivors of trauma for more than 17 years. She recently served as Trauma Consultant / Counselor for her local school district and in that role, she responded when a school shooting killed and injured students. She has also authored several books for children, teens and parents on the subject of trauma recovery.

Aftershock will also introduce you to four first aid providers who have experienced first hand the emotional impact of providing emergency care. You will meet a high school language teacher who assisted wounded students following a shooting at her school. You will hear from two brothers who were first to come upon a single-vehicle rollover accident. They provided care for the injured family including a young boy with a nearly severed leg. You will meet a woman who narrowly avoided being hit by a reckless driver. She then provided care for people seriously injured when this same driver plowed into cars behind her.

Aftershock is an excellent video to show during initial first aid and CPR training classes. It is also appropriate for retraining classes, at safety meetings and for people who have responded to a medical emergency. No instructor training is required to present this information. The video package contains a facilitator guide and information card. For further information about the Aftershock video program, contact EMP Canada by telephone at (250) 656-1468, by fax at (250) 656-5613 or email at empmedic@direct.ca
